The Pennsylvania Department of Education has authorized Program Offices to manage educational grants available from Federal, state or other funding sources.
The following terms are used to identify data in eGrants:
Program
Offices are individual offices within PDE responsible for offering
grants.
Agencies
are educational institutions or community organizations eligible to receive
grants, such as school districts, intermediate units, technical schools
and libraries.
Grants
are the individual grants offered, for a given year, by the Program Office.
Grant
Applications are the sets of records that Agencies create to apply
for specific grants. The Program Office reviews each grant
application separately and awards allocations based on the review.
Contracts
are the sets of printed documents containing all the information in each
Agency project.
Each Program Office is charged with the successful allocation of funding to all qualified educational Agencies based on the terms and conditions of the grant program.
The Program Office identifies Agencies eligible to apply for grant money and prepares a Grant that contains a series of questions to evaluate the Agencies’ financial needs and rationale for applying funding.
In eGrants, each available grant is identified as a separate grant managed by one of the Program Offices. The period for which the funding is available for qualification or distribution is known as a “program year.”
For each grant in the eGrants system, the Program Office:
assigns the grant’s details such as contract period,
application period and types of applications that can be accepted;
approves
Agencies eligible to apply for grant money;
estimates preliminary allocations for each Agency;
designs a grant containing narrative and budget
questions to be completed for Agencies applying for the grant;
creates contractual documents that govern the distribution
of funding and terms for Agency compliance;
establishes a review process to evaluate each Agency’s
answers to the questions fairly, including a peer review for competitive
grants when needed;
manages the complete lifecycle of grants, from the
initial announcement to final awarding of funds.
To apply for a grant using eGrants, the Agency selects the Program Office and program year for which the grant is available. The Agency creates a grant application record, which contains all the details needed to complete and submit the application to the Program Office for consideration.
