After completing the Reservation of Funds sections, use the Selection of Schools section to rank schools based on low-income needs, using a variety of calculation to determine the best distribution.

Review the projected distributions for each school in your district, modify and recalculate the allocations as needed. 

A “wizard” is available to help you move through the process. 

1.       Verify the Program Office in the upper right corner.  To change the program office, click the link to open the Select Program Office window.  Click SELECT beside a Program Office.

2.       Verify the Program Year in the upper right corner.  To change the year, click the link to open the Select Program Year window.  Choose a new year and click OK.

3.       From the main menu, click Grants Management.  The dropdown menu appears.

4.       Click Grant Application Summary.  The Grant Application Summary screen appears.

5.       Click the arrow beside a program name to expand its group and view all grant applications currently in-process. 

6.       Click the Select icon Description: 00padpencil in the row to view full details for the consolidated project.  The Grant Application Detail screen appears.  For consolidated projects, the Consolidated Sub Grant Applications pane appears on the right side of the screen.

7.       To view the sub grant applications associated with the consolidated grant application, click the Select icon Description: 00selectproject beside the project name.  The Grant Application Detail screen for the selected grant application appears.

Step 1 > Identification of Low Income Students

1.       The link to the Selection of Schools section appears in a separate area on the left side of the screen.  Click the link.  The Grant Application Section Detail screen displays the first screen of the Selection of Schools wizard, containing fields used to indicate how low-income qualifications are established.

2.       Complete the fields.

Click a checkbox to indicate the type(s) of data used to identify low-income students in your district.  Check all that apply:

§TANF (Temporary Assistance for Needy Families)

§Free and Reduced Lunch

§Census Poor

§Medicaid

§Feeder Pattern

§Other

FEEDER PATTERN NOTE:  If you are using feeder pattern calculations to identify low-income students for the current program year, you must check the “Feeder Pattern” option to enable calculations on the subsequent screens.

Duplication of name

Click the checkbox to verify that duplication of schools was removed when using multiple data sources.

Total Number of Children

Click one of the radio buttons to indicate how student population data are established:

§ Attendance Area Data (includes nonpublic schools)
Click the button to include all low-income students in nonpublic schools served by your district in the calculations.

§ Enrollment Data (district public enrollment only)
Click the button exclude nonpublic schools and use only enrollment data in the selection of schools calculations.

3.   Click the Save button as needed to save your information.

4.   Click Step 2 to continue to the next screen of the Selection of Schools wizard.

5.   Click Back to Grant Application Detail to exit the wizard.  You can return to the wizard and continue the steps as needed.

Step 2 > School Building Enrollment and Low Income Data

1.   Click Step 2 of the Selection of Schools wizard to display a table used to enter total enrollment and low-income data for each building in your district. 

The table rows include all buildings registered for your district, retrieved from the PDE registry.

2.   Complete the fields for each building.

Grade Span

Type the range of grades of students serviced in each building.

Click the dropdown and click the category for each school building.  Note that the category is used to calculate different combinations of distributed funds on subsequent screens of the wizard.

For each school building, type the total number of public students enrolled.

Low Income Public

For each school building, type the total number of public students classified as low-income.

Low Income Nonpublic

For each school building, type the total number of serviced nonpublic students classified as low-income.  If you selected the Attendance Area Data option on screen one, these students are included in the calculations. 

Complete the Nonpublic Involvement section of the project to identify all nonpublic schools serviced by the district.

Feeder Pattern: Total Students

If using a Feeder Patten, for each school building, type the total number of public students enrolled.

Feeder Pattern: Low Income Public

If using a Feeder Patten, for each school building, type the total number of public students classified as low-income.

If using a Feeder Patten, for each school building, type the total number of serviced nonpublic students classified as low-income.  If you selected the Attendance Area Data option on screen one, these students are included in the calculations.

3.   Click the Save button as needed to save your information.

4.   Click Step 3 to continue to the next screen of the Selection of Schools wizard.  Click Step 1 to return to the previous screen of the wizard.

5.   Click Back to Grant Application Detail to exit the wizard.  You can return to the wizard and continue the steps as needed.

Step 3 > Eligibility Calculation

1.   Click Step 3 of the Selection of Schools wizard to display a screen used to perform eligibility calculations on the information entered on the previous screens. 

The screen is designed to calculate eligibility and rank the buildings, from highest eligibility to lowest, in the grid.  As you select a ranking method from the dropdown, click Update Rankings to update the table.  You can modify the Waiver and Eligibility fields manually as needed before continuing.

2.   Complete the fields.

Click the dropdown and click the ranking method used for eligibility calculations. 

§ Percentage by District
The percentage of low-income students in all buildings in all grade spans is calculated.  The individual percentage for each building is compared against the district average.

§ Percentage by Grade Span: Use Grade Average
The percentage of low-income students in all buildings for each grade span is calculated.  The individual percentage for each building is compared against its grade span average, including the “Other” category.

§ Percentage by Grade Span: Use District Average
The percentage of low-income students in all buildings for each grade span is calculated.  The average of the three grade spans (excluding “Other”) is calculated.  The individual percentage for each building is compared against the average.

§ 35% Rule
All buildings are compared to 35%.

§ No Overlap for Grade Spans
All grade spans are eligible.

§ Exempt (LEA enrollment < 1000)
All buildings are eligible.

Each time you change the field, click Update Ratings to view the results in the grid.

Grade Span

The grade spans for each building are retrieved from Step 2.  Click Step 2 to return to the screen for editing, if needed.

Category

Read-Only

The category for each building is retrieved from Step 2.  Click Step 2 to return to the screen for editing, if needed.

Waiver

Checkbox

Click the checkbox to indicate that a waiver has been entered for a building.  Waivered buildings automatically become eligible.

Low Income Percentage

Calculated

For each school building, the percentage of low-income students is calculated from the numbers of students entered on Step 2.  Click Step 2 to return to the screen for editing, if needed.

Ranking

Read-Only

After calculating the Low Income Percentage, the system determines eligibility and ranks the schools from highest to lowest.  A number is assigned to each eligible building.  Each time you click Update Rankings to recalculate eligibility, the rankings and order of the schools in the table are updated.

Dropdown

The dropdown allows you to change the system calculated Eligibility code assignment manually.  Depending on the selection options, such as waivers, not all codes are available for selection.

Click the dropdown to select a different eligibility code for the school:

§ E / TA – Eligible Building
The percentage of low-income students exceeds the selected comparision rate for the current ranking method.

§ I – Ineligible Building
The percentage of low-income students falls below the selected eligibility comparison rate.

§ NS – Not Served (Eligible Building)
Click “NS” to remove an eligible building from the ranking list, if your Agency chooses not to serve the building.

§ SWP – School-Wide Program
All buildings are eligible because the low-income percentage exceeds 40%.

§ G –Grandfather (Ineligible Building)
The current percentage of low-income students falls below the selected eligibility rate.  However, the building was previously served and should be “grandfathered” as an eligible building.

NOTE:  If you select a new ranking method and click Update Rankings, your manual reassignments will not be saved.  Be sure to click Save after making final reassignments.

AYP Status

Read-Only

The AYP Status is retrieved for school from the annual Bureau of Assessment database.  The field cannot be edited.

3.   Continue to select a Ranking Method, click Update Rankings, and adjust the Eligibility fields as needed to select the schools to be serviced.

4.   Click the Save button as needed to save your information.

5.   After completing the calculations, click Step 4.

6.   To return to the previous screen and modify information, click Step 2.

Step 4 > Review and Calculate Allocation

1.   Click Step 4 of the Selection of Schools wizard to display a screen listing your ranking entries and calculated allocations for each eligible school. 

The screen displays the rankings (from Step 3) and calculated public and nonpublic funding.  The total allocations are listed below the table.

Use the table to adjust Per Pupil allocations for each building and Recalculate Funds as needed.

NOTE:  If you adjust the calculated funding, the Amount Distributed must be within $10 of the Available Funds.

Grade Span

The grade spans for each building are retrieved from Step 2.  Click Step 2 to return to the screen for editing, if needed.

Low Income Percentage

For each school building, the percentage of low-income students is calculated from the numbers of students entered on Step 2.  Click Step 2 to return to the screen for editing, if needed.

Ranking

For each school building, the eligibility ranking from step 3 appears.  Click Step 3 to return to the screen for editing, if needed.

Eligibility Code

Read-Only

The final eligibility code assigned in step 3 appears.  Click Step 3 to return to the screen for editing, if needed.

Per Pupil Amount

The amount calculated per school is displayed in the adjoining columns of the table.  You can adjust the Per Pupil Amount for each school, if needed. 

After making an adjustment, click Recalculate Funds and compare the Available Funds field to the Amount Distributed field below the table.  The Amount Distributed must be less than the Available Funds.

Continue to adjust and recalculate the Per Pupil Amount per school until the difference in distributed and available funds is less than $10.

Total Public Funds

The Total Public Funds available per school is calculated by the system, based on the number of students in each school, using the ranking system selected.

Total Nonpublic Funds

Read-Only

The Total Nonpublic Funds available per school is calculated by the system, based on the number of students in each school, using the ranking system selected.

FTE

Numeric

Type the number of Full-Time Equivalent students (FTE) required for Federal reporting for each school.

Minimum Per Pupil Amount

Below the table, the minimum per pupil amount recommended, based on the eligibility ranking, is provided for reference.

The total funds available for distribution is calculated and displayed for referenced, based on the allocation amount, the qualification of nonpublic schools, carryovers, transfers from Title II and the deduction of set aside funds.

The Amount Distributed is calculated each time the Recalculated Funds button is used.  Continue to adjust Per Pupil Amounts until the distribution is within $10 of the Available Funds.

3.   Continue to adjust the Per Pupil Amount and click Recalculate Funds as needed to distribute funds among the schools to be serviced.

4.   Click the Save button to save your information.

5.   After completing the calculations, click Step 5.

6.   To return to the previous screen and modify information, click Step 3.

Step 5 > Review and Complete

1.   Click Step 5 of the Selection of Schools wizard to display a screen listing the total calculations. 

2.   Review the fields. 

Amount Remaining

The balance remaining (Available Allocation – Distributed Funds) is displayed for reference.

Neglected Entitlement

The total amount reserved for Neglected schools is displayed for reference.

Total Public Low Income Funds

3.   To return to the previous screen and modify information, click Step 4.

4.   Click the Save button to save your information.

5.   After completing the selection of schools process, click Mark Section Complete.
