The Consortium Lead manages the eGrants grant application on behalf of the participating members.
Depending on the agreement among the members and the terms of the application, the Consortium Lead can opt to be included in the allocation:
Participating Lead
If the Consortium Lead receives a share of the allocation for the
grant application, it serves as a Participating Lead. As a
participant receiving allocations, the Agency is restricted from participating
(receiving funds) on another consortium or independent grant application. An
Agency can serve as a Participating Lead for only one grant application;
however, the Agency can serve as a nonparticipating lead on other grant
applications.
Non-Participating
Lead
If an Agency manages a consortium grant application but is not included
in the funding allocation, it serves as a Non-Participating Lead. The
Agency can serve as a Non-Participating lead on multiple grant applications. The
Agency also can submit an independent grant application for which it receives
funding.
The Consortium Lead is responsible for:
Managing the contractual
agreements among the consortium members.
Creating the consortium
grant application.
Adding all members
to the grant application and assigning allocations.
Completing the
questions and other grant application information for each member.
Monitoring the authorized
signoffs and ensuring that all member signoffs are complete.
Signing the final contract
agreement and other documents.
Submitting the grant
application.
Serving as a liaison
between the Program Office and consortium members.
Receiving and distributing
allocations for approved grant application.
